Why can I not create new schedules?

I have Site Administrator Creator privileges but I cannot create new types of schedules on the schedules tab (new schedules is not an option under the title). Is there another way to do this? End goal is to stagger hourly flow runs instead of having them all start at the same time (like how you can with extract refreshes)
