Chrome Scrollbar looks like it's cutoff

Anyone else have user complaints that the scrollbars in Chrome are hardly even visible?

I feel like it makes it much harder to know what position you're at.

Using Version 65.0.3325.162 (Official Build) (32-bit)

Seems to be a Chrome browser rendering thing that was designed this way intentionally...

Please let me know what the hive mind thinks!

Thanks
