I have followed all the instructions for Setting Up Gift Acknowledgements
through the "Generate Document" button, and I able able to see the "Generate Document" button on accounts and run the documents, but the other people in my org, with custom profiles, cannot. They all have Flow ability as far as I can tell, and I have followed all the permission set guidance listed in the how to.

On a related note, I am unable to edit the screen that pops up when I push the Generate Document button, anyone know where to find that? I specifically want to save the document on the account page under "files".

Yes, I activated Dynamic forms, is there a separate place to activate them than the general activation on the page layout? The page layout assignments are correct.
I also can't actually see the "Generate Document" button in the "Buttons Actions and Links" section on the account object, but I can add it to the page layout, which is strange to me.
When I add the button, I can see it on the page layout, but no other user can. I am sys admin profile, I tried changing another user to sys admin temporarily and she could NOT see it when I logged in as her, even as sys admin. So it is not a profile issue.
