My company uses a third-party marketing platform to send out emails to contacts. The platform has an integration with Salesforce which allows our sales users to send out bulk messages to their SF contacts. We have a very large sales user base (several hundred) and when a lot of users try to send out messages at the same time, they often receive this error message: "Error=maximum number of concurrent Salesforce activities exceeded." 

Has anyone else run into this issue, and if so, were you able to do anything to address it? The reports that SF provides on API calls are not nearly detailed enough for us to concretely determine the specific root causes of this issue. While we do have a large user base, I have a hard time believing that there are actually 25 users who are hitting this exact step in the process (i.e. the step where the email platform needs to import info from SF) at the same time. The only other application we use that makes frequent API calls is the Outlook integration, and it's not heavily used. It could be a factor, but I doubt it. 

Any insight or suggestions you can provide would be greatly appreciated.
