We are trying to convert from using the change set model to using the organization development model and are having issues with the initial conversion. We end up with errors because of the size of the manifest because it includes all components in our org since it is the first time (versus just changes in the future). Includes converting from mdapi to source format.
How have others solved this "too many files" issue when initially converting?

One option I am considering is to generate the entire manifest for one org and another and compare and reduce to just the differences. For example, comparing the manifest for our Dev org to our QA org, QA to UAT, and UAT to Prod. With the goal being a manifest of just the differences.
