Need help with a challenge for Data Secuirty

I am trying to complete the Associate's trail and I am on Data Security. It is asking me to create another user as a system administrator but I am unable. When I go into my company information it is also not showing the license for the SA anywhere and no other users are activated as a SA. Not sure how to proceed. it states to start a new playground but I also am not able to figure out how this will change the situation. I did deactivate and disconnect a different playground.
