I would like to explore File sharing options which are more scalable so Org employees and Partners can easily upload and share any file with any users or client.

Hi,
Use Chatter Publisher to share files with Digital Experience Site Users
In Lightning Experience
- On the Chatter tab, click Post.
- Click the paper clip icon.
- Click Upload Files.
- Select your file.
- Click Add.
- In 'To,' select All with access.
- Click Share.
