I have created a report and added the value that hours are greater than zero. when I add a field to the matrix all values start showing including zero why is this filter not working accurately.

Also, both screenshots seem to be of a matrix report.
Anyway, what is happening here is that, since there is data for each of the dates in your report (ie Mathilde has hours on 7/11), the matrix report will show these dates. I woudl assume that the ones you have in your second screenshots have some hours in a future date that is not in your screenshot, hence why they also show.
A matrix report cannot just show a blank value in any of the cell
