Is there any way to navigate to a LWC on Utility, on a button click from another LWC which is placed on Record page?

I couldn't find anything regarding onclick function on lightning-click-to-dial component in the documentation. 

However in the documentation i did find this and i am not really sure if this would help you.

"When a phone number is clicked, the onClickToDial listener that's registered with the Open CTI method onClickToDial is invoked."
