We are a Salesforce partner that implements CPQ and Salesforce Industries for our clients. As such, we need to be able to quickly provide demos and concept proofs, and it would be much easier to do so with a common pre-configured base. It seems like a couple of TSOs would be the way to go, but I do not know of a way to get those set up in a TSO properly without outright purchasing the licenses as if they were production orgs. Beyond that, I am not sure how what the state of the licensing would end up in the demo orgs created from Trialforce templates if we went the route of purchasing licenses.
Has anyone else run into this before? What is the best practice here?

I'd suggest checking out the orgs available via the PLC if you haven't already.
