How do I mimic Interaction Log in a Console App?

There's no comparable feature in Lightning (as far as I know) so I created a Quick Action for a New Task for the Contact page but it doesn't display. Ah, the documentation says, a New Task button will only appear on the Activity tab. But guess what, the Activity tab displays in Design View but not when the page is rendered! Why is this? Should I try something different?

    OK, so the Activity tab says 'Insufficient Permissions' but Activities still appear on the rest of the page under 'Activity History' and 'Open Activities'...!
