I have made changes to standard picklist values in standard objects in developer sandbox. How can I add it to the change sets.

Hi Sai, 

Unfortunately standard fields cannot be added to change sets. You'll need to make this change manually in the target org, as well as any other dependencies on the new picklist values, such as making sure to include those values on any relevant record types.
