To accomplish this, you need to create a custom field on the prospect. The type would be a picklist, and you can enter the language values you want them to see. Once that is complete, you can create a custom email preferences page by following these instructions (https://help.salesforce.com/articleView?id=pardot_emails_custom_preference_center_create.htm&type=5).
To the form on that page, you would add that custom field that you created, which would allow a user to set that value on their prospect record.
