How Can I Delete a File from A Salesforce Library but NOT from a Record

Hey, Trailblazers!  Doing some clean-up to our Libraries.  Is there a way to delete a Library without having to delete the files within?  Many of the files are associated with Accounts or Contract Records.  Certain libraries are no longer needed but the files are.  Maye it is a matter of removing a file association with a Library?

     File can be removed from record, not from library

    . If you want to edit your libraries, which means remove files, rearrange them or delete outfashioned libraries you very often have to switch to classic, delete files (recover them from the recycle bin) which destroys of course existing public links and the user experience itself is also not streamlined. It is a click hazard!
