Report to compare sales with actual target

Question

I am struggling with report creation where actual sales need to be compared with actual target amount. Need a graph with target value and alongwith actual sales done in cpomparison to that target value.

For this, do we need to create custom field to hold static target value.

Tried with joined reports, not getting actual output.
