I have been trying to find an answer to this but have been unsucessful up until this point.
Can you please confirm if a Partner User on the Customer Community Plus license type is able to create a new Person Account within a community portal?

Hi Raymond,
The default Profile for the Partner Community License has Read, Create, and Edit. Therefore, they can create Person Account, just ensure that the Record Type for the Person Account is assigned to the Profile.
