Is there a way to create a Picklist using Lookup Relationships+Filter?
Ultimately I would like to create a dependent picklist (on a controlling checkbox) that will filter Contacts based on a specific Account.
I can create a normal Lookup Relationship+Filter for the Contact/Account, but I would really like this to be dependant on a checkbox (which can only be done with Checkbox/Picklists).

Hmm, that definitely is not an out-of-the-box functionality. Oftentimes the simplest of things are the hardest to build. This may be achievable with a Screen Flow that you can distribute onto the Lightning Record Page.
