If I am an administrator, how can I make sure all of the users are on the salesforce classic layout?

You can disable Lightning Experience for the the org, or just remove the Lightning Experience User permission from the Profiles and Permission Sets you are using. The common practice is to create a Permission Set to set the Lightning Experience User permission, then add users to the Permission Set as you are ready for them to start using LEX.
