Enable Knowledge not visible

I am working in Enterprise Edition Service Cloud. I cannot Enable Knowledge to look around. Do I need knowledge licences before I can see this option? I thought I could look around but not create knowledge articles until I had a licence.

    Before you can enable knowledge, go to your user setting, and press the tickbox titled 'marketing user'. Then also tick the checkbox called 'Knowledge User'Before you can enable knowledge, go to your user setting, and press the tickbox titled 'marketing user'.
