Count records with time-based workflow

Question

I have a requirement to count the number of child records in a master-detail 15 days before a certain date. I'm wondering if I can create a time-based workflow to trigger 15 days before that date to COUNT the child records. Is that possible? What would an alternative approach be?

In the above approach, you need to maintain two fields.. If you have ability to install manage package then go for

Declarative Rollup Tool.
