how can my users change lightning navigation bar by themselves? they can do it in classic but changes are not reflected in lightning

hello Community

 

I'd like to have my users changing the lightning navigation top bar. How can they customize this by themselves?

 

In classic they just do that via the + but those changes are not reflected in lightning.

    I believe the following request to have the ability to personalize/customize the tabs in Lightning is the feature you are looking for:
