Hi Heidi,
The est way woudl be to create a formula field on Accounts, or a row level formula on the report.
Make sure the formula returns a number and go with:
LEN(Phone)
You can now add this field to your report. This will return the number of characters in the Phone filed. You can then filter your report accordingly, for example
Phone formula Less or equal to 3
