Well, I would suggest you to keep to these limits:
- Dimensions : 16 x 16 pixels
- File Type : PNG
- Size : Well, a 16 x 16 pixels image should definitely be in very few KBs.
You have to remember that, you will have to upload the Icons as Static Resource[Setup | Develop | Static Resources] and not as Documents.
Also, you can use https://iconfinder.com[I use this always] to get some very good icons in any dimensions!
