Insufficient Privileges error from SAML Assertion Validator

Question

I believe I have Single Sign-On configured properly. I get authenticated to salesforce after I authenticate to the IDP.

When I try to validate the SAML assertion from my successful authentication using the "SAML Assertion Validator", I get an "Insufficient Privileges" error after entering my assertion and clicking "Validate". I'm not sure what privileges it is referring to because I am logged in as the administrator. I am able to edit the Single Sign-On Settings.

Any suggestions on how to fix or troubleshoot this?

Create a sandbox and run the SAML validator in the sandbox.
