I have tried to upload the AddressSettings file to enable the Country State Picklist Beta feature in Salesforce. I continually am receiving failures notices. Are there any ideas why that might be? I do not notice any issues with the Salesforce server today. I have tried to painstakingly follow the methodology shown in Salesforce's video demo of how to enable this feature. The AddressSetting file has no modifications. Here is a screenshot of the upload failure. Thank you.
