Validation Rule to prevent change in ownership of queue

I have a validation rule on case queues that prevents users from changing ownership of cases. I would like to add an additional rule to prevent anyone from changing the queue owner to another queue owner. These queues are not owned by individuals, they owned by their given names.

Example: Queue owner = Eligibity Queue and so on..
