Based on this document, it seems custom object layout is controlled by Compact Layout.

But It does not work on my sandbox org. (I haven't tried on production yet).
I created a test compact layout with only two fields added, and confirmed it is set as "Primary" layout.
But on the Salesforce1 app, it shows more than two fields. It just looks like the regular Page Layout but changed to one column with "Feed" and "Related List" tab.
I then changed the regular Page Layout by switching the position of fields, I can see those changes can be seen on Salesforce1 app right away.
Just want to know why Compact layout does not work?

Hi David, The compact layout is used to control which fields you see at the very top of the Saleforce1 mobile screen when you access the record. "Salesforce1 uses compact layouts to display a record's key fields at a glance."
