How to make a Partner Role relationship required?

Is there a way to validate that Accounts have a partner relationship listed? For example, in order to an Opportunity Stage to get to a certain level, I would want to validate that this Account had the Billing Entity Partner listed:

I know I can do it through an Apex trigger, but I would prefer to do it declaratively if it's possible. Thanks in advance for any ideas!

    To the best of my knowledge, you will need Triggers for that.
