I am transferring about 20k contact records from another org into mine. Will their contact ids transfer over or will I be creating all new ids with the import?
If they are to be new ids, how do I associate all the contacts' attachments and related object records with the new ids? Not manually I hope. >.>

Yes,both the orgs will have different ids.
In this case what you can do is creating an external id field in your new org and map your contact id of the exisitng records in it.
Once you have created them,it would be asy to add attachemtn anf other records on that basis
