I am trying to get a sandbox instance that won't be updated to Summer '18 earlier than production and I've created 15 sandboxes so far but they've all been in preview instances.
We have a couple of non-preview sandboxes (which I can't use for this project) so I know we're not restricted to preview sandboxes but is there any way to select (time of day? just keep trying?) which kind of sandbox I get?

May be try raising a case with Salesforce to see if they can skip your org from their initiated release roll out plan.
That could probably guide you the next steps.
