I set-up a user as a Delegated Admin so he can log in as a user.
He can login as a user also create a new salesforce license.
Is there a way to remove "New User" button from Administration Setup | Manage Users for Delegated Admins?
I tried to remove the "View Setup and Configuration" box from the user's profile and error message was displayed.
"You can't disable "View Setup and Configuration" in this profile because it's assigned to a user who is a delegated administrator."

Thank you for your reply.
I tried to follow the directions but it's little complicated than I thought it would be.
I would like this users to Re-set Passwords and login on users behalf.
Do you know what permission settings I need to enable?
I don't want this user to create logins.
