We need users to be able to access files in the Libraries on their mobiles, ipads etc. but I'm sturggling to find how to implement this.

Hi Jo - Currently, Content isn't fully embedded into the Salesforce1 app, however you can access content from any mobile device through the broswer. So, your users can access it on their smartphones and ipads by going through their mobile browsers.
