Hi Dave,
you need to delete the field completely from the object and then create it again. Just don't forget, that you will lose the data stored in that field, so I recommend to export data from that object before deletion of the field and then upserting them after you recreate the picklist again.
In steps:
1. Export data for that object
2. Delete the picklist field
3. Recreate the picklist field
4. Upsert the data with the picklist values
5. (Optional) delete the Picklist Value set which was created when you converted the picklist to global picklist
