I've recently done this for a client. The Salesforce wizard for importing ACT data is "ok" but not brilliant especially if you want to pull more information over than just the basic company/contacts (eg activities/notes). If you export the data from ACT (from the file menu) you don't get the ID's to link activities/notes to customers. But I found this tool: http://www.datafieldsexporter.com/ which pulls a lot more information out and crucially IDs to link activities to customers etc so you can use them as external IDs in salesforce.
Once you have exported the data you will probably need to tidy it up a bit as ACT isn't that strict with email addresses etc.
I also used Talend to do a bit of work for linking account owners up to the correct owners in Salesforce and constructing more meaningful note titles in Salesforce from the ACT activities.
