Ideas to actions is an excellent tool and it's easy to use.... We received one idea where the user asks if we can have a way like for salesforce tickets to attached similar ideas together and re-open some ideas that were not successful previously but would now be working as we have new technologies, teams, processes to make it happen? Can you please tell if we can change the tool somehow and who will be responsible for this ?

Quick Question: is this a third party Tool ?
if it is You might have to talk with the Apps account manger about Upgrading or Terminating the contract,
would say that salesforce already have an inbuild IDEAS Tool which is Perfect fit for your requirement.
