I was trying to use the ISCHANGED unction on the OwnerID but that is not working. I get an error in syntax.
Does any have any suggestions on how to do this and utilise User roles?

I am not sure if this will work as you wish, but how abotu two workflows for each type of ownerRole :
Owner.UserRole.Name = 'Outside sales'
and created, and critiria - "any time it’s edited to subsequently meet criteria"
This workflow will fire everytime an a lead si assigned to outside sales from some other role.
You would not be able to use PriorValue function on RoleName relationship..
An apex trigger would be more relaiable approach though.
