I recently had to build this exact report but for Accounts. I created a custom report type: Accounts with or without Activities and then summarize the report by Account Name. Now you will see Accounts that have related activity line items under them and those that have no related acitivity line items. I went one step further and put a filter in "Assigned To: Full Name equals " "
This filter removed all Accounts with Activities and shows me all the ones with no Activities. You should be able to do the same exact thing for Leads.
