A single "file" could be shared to hundereds of different portal users.
The user would need to be able to access the "files" via the customer portal.
It's not possible to use Content, because content is shared based on workspaces. Since the file is shared by Account , it would require a workspace to be created for each Account (not very usable/manageable).
It's not possible to use Documents, because they are shared based on folder and (roles/profiles/groups). This doesn't support the level of granularity needed to control "file" access by portal user.
It's not possible to use Content Deliveries, because they are supported for Customer Portal Users.
Any ideas?

You can share it through chatter as creating a private group not sure if you want to create chatter group based on profile
