This is done at the Profile level. If you assign the User(s) a profile that does not have edit access to Opps, Accounts, and Contacts, but has edit access on Leads and the Transfer Lead permission (ie someone owns the Lead, they can transfer it to others, but not take them from others), it should work, but there is a big consideration while doing that. They wouldn't be able to convert Leads.
To convert leads:Create and Edit on leads, accounts, contacts, and opportunities
