Without being a full system administrator, is it possible to have a permission set to allow users to enable contacts in the customer portal?

 

System permissions of "manage users" did not work.

    Hi Jenn,

     

    Go to Profile --> App Permission --> Under Call Center, enable EDIT SELF-SERVICE USERS to true
