Does Professional Edition allow Workflow and Trigger customization?

I am trying to set workflows to send a notification to supervisor if tasks are not completed by sales reps in a certain amount of time. However, I cannot locate the workflow or trigger options as an admin with Professional Edition.

    Profession Edition doesn't include workflow but can be purchased seperately.
