How to avoid entering of duplicate accounts & contacts entered by Salesmen?

Question

We are running into problem of duplicate accounts and contacts entered by different salesmen manually. I know while using Imports wizard that we can avoid duplicates but how to deal with this with data entered over period of time?

Can a workflow be created or some automatic rule which will come into action when salesmen attempts to save the record each time?

Would really any sort of suggestion or advice.

This can also be accomplished using validation rules, but I really suggest this app.
