So there is a large group of users that have an achievement expiration date and I have a time-based workflow that sends out an email notification 3 months prior to the expiration date to ask them to do something. The company decided they didn't want this particular group that was expiring on a certain day to receive this email so I deactivated it temporarily. (so it would not be sent to this group.) When I reactivate this rule (as they still want this reminder to go out to all other people) - will it go backwards and re-evaluate/notice this group was not sent the email and still resend it?

Ok, so in that case let's not make it any more convoluted and all you need to do is:

From Setup, enter Time-Based Workflow in the Quick Find box, then select Time-Based Workflow.

    To cancel pending actions:

Select the box next to the pending actions you want to cancel.

    Click Delete.

Or just remove the Email recipients as concurred upon by David.

One very important thing that you need to remember is that if the criteria on the records was met before, the time based actions are already scheduled in the queue and will go out tomorrow if you don't delete them. Simply deactivating the rule won't suffice since Salesforce already has those actions in the queue and the only way to not make them fire tomorrow is to delete them manually from the Time-Based Workflow Queue.

You need to click on Search All( or search using appropriate filters) and then remove the actions scheduled to go out tomorrow.
