Workflow Rules and Process Builder work behind the scene -- so they don't care what UI the user is using, just that a record has been created or edited. However since Lightning pages are very different from Classic pages, maybe the criteria in your WFR is not being met when someone creates/edits a record in Lightning (where they are more likely using Quick Actions than editing on a detail page).
To troubleshoot, check each of the fields in the WFR criteria against the record you are testing with.
