Goal Lines on Graphs (Dashboards)

I need to be able to add 2 goal lines to a dashboard chart that my executive team receives weekly. Ideally they would also like to have an additional box on the chart which calculates the difference between the cumultative months and goals (for example, if my reps have a goal to sell 15 units per month, and last month they sold 8 and this month they sold 12, the number would be (8+12) - (15 x 2) = -10). While they can live without the box, they really need to be able to have 2 goal lines (overall and fiscal).

 

If it is not available as a standard out of the box option, is it something that is available via the Appexchange for a fee?
