I have a question about - moving record-details-sections to Tabs in lightning page - 

I am trying to develop a record layout page where I want to display various sections from individual record in different tabs in lightning page. (see first image in this link: https://success.salesforce.com/ideaView?id=0873A000000CQ30QAG). I also know how to do it - see this video on page layouts - https://www.salesforce.com/video/3632069/ (section to tab starts at minute 26).

The issue in my case is - under Lightning App builder --> "Lightning components" I don't see "Fields" tab that is used to create sections to drag/drop on the tabs. My page setup does not show "Components" and "Fields" to create sections/tabs. See attached image on how I see it (no fields tab). Is this feature yet to be enabled in lightning or am I missing something?

Appreciate any help from dev/admins.
