One interface issue is keeping many users from transitioning to Lightning. How can I add the New Task or New Event tabs shown (#2) in the screen grab below) They don't appear in our interface.

@Bill Huschle, check out the Actions and Buttons tab in the Configuration Converter: https://help.salesforce.com/articleView?id=lcc_actions_overview.htm .
The tool can quickly get missing buttons sorted out.
