The Utility bar in Lightning appears to be blocking the download bar that Chrome uses when downloading a file. Is there any way around this? My users are clicking on files and it looks like they aren't opening. They really are, but they just can't see the Chrome download bar because it is sitting behind our Utility bar.

You may have noticed that utility bar items are (as of this moment) right-aligned in Summer '19.
Based on customer feedback my team will be changing them back to being left-aligned for all orgs/users by June 5 as part of patch 220.8. This will be before Summer '19 gets released to most end users.
For those of you who want the utility bar right-aligned, look for it as an opt-in feature per app in a future release (safe harbor). You can upvote this Idea:
