Quick Actions don't actually display according to their layout.

I hadn't really noticed this bug before. Not sure how to report it, so I'm starting with this group. If you create a Quick Action and display it on a Lightning Record Page, when shown it does not actually respect the quick action page layout as it's been made. I confirmed this in both Safari and Chrome, so I don't think it has anything to do with the browser. I'll post screenshots as comments.
