I have spent a bunch of time trying to figure out how to move Campaigns up to the menu bar and remove some of the items on the menu bar that we don't use. Can someone help me out?

Do you see the Campaigns tab in the App Menu? Or is it just not being added to the menu bar?
Either way, go to Setup->App Manager and then find the App you want to update. Once you locate a specific app, click on the drop down arrow on the right side, then go to Navigation Items. That will show you the tabs available within the app.
